I did not notice you

It drives me nuts when someone behind me cuts the line and stands in front of me as if they did not notice my presence.
It happens in most third world countries. You can observe this at the airports, grocery stores, and even Government offices.
Some of these folks belong to countries that have civilization history which is much older than the Western Nations, yet they behave in a much uncivilized manner. They learn this behavior well before they reach adulthood. It is learned behavior not a natural one. Objective is to get ahead of the other person who has been waiting for his or her turn to be served by pushing or shoving them aside to make a crack and then move in front.
I have asked politely and even argued with persons who do not seem to notice that I too am waiting for service when I am pushed aside so they can move in front of me. These folks do not seem to think there is anything wrong with what they are doing; it's sort of a normal practice.
Most people seem to be adapting a lot of positive things from the West, I would like to see people to learn some manners and use some courtesy when waiting for their turn.
